     "An Act making arson in the first degree and arson in                                                                      
     the second degree serious felonies for purposes of

REPRESENTATIVE  MAX  GRUENBERG,  stated  that  HB  56  added                                                                    
second degree arson to the crime of conspiracy.                                                                                 
                                                                                                                                
Co-Chair  Stedman  noted   the  three  previously  published                                                                    
fiscal notes.
